I've looked in /ambient through /utils, and couldn't find the /portraits subfolder. Was the game folder structure changed with later patches?

If memory serves the game doesn't create a "portraits" subfolder when it's initially installed. You just need to create a new folder called "portraits" in the base game directory then you can drop portraits into it and they'll be available for use.
I don't think it matters anyway. Without a character editor of some kind with the proper functionality, I can't change the portrait, and I'm too far in to start over now.

Assume I knew that much when I wrote this. I didn't see any '/portraits' folder in the game directory.

You should just be able to write a script to SetPortraitResRef, drop the script into the override folder, then run the script using the debug commands. That is if there is already not a console command to set the portrait.

In the base game directory- the same folder that contains folders such as "hak", "modules", "music", etc.
