I have read several walkthroughs to make sure I am not missing something and it seems I am not. I just fought Okku, for the second time, chose to spare him and add him to my party. I go back through the gates and see the CH II banner. It states that I need to see Sheva to close out the Wrath of The Bear God quest and then obtain my next main quest. She does not give me any dialougue options. Just get the floating text that she is the one to see about laws, see the others for equipment. Have found one other post onliine, where someone else seemed to have the exact same issue and the only reply said to walk near the other witches. I spent an entire day, from dawn to dawn, in game, wlaking around their little grove, to no effect.

Anyone have any way of progressing past this? Otherwise I have wasted about 16 hours of gamelplay with no possible option of progressing further.
