Bio hasn't said as much but they've been dropping hints like boulders...
Here's my read on what's happening.
The legacy site is down for good. Instead of trying to patch and reopen the old site they are migrating all the data to EA's servers. If you already had a legacy account the username and attached email address (and hopefully the CD keys) have been migrated to a new account on this new server and the forums are being archived. They have assigned a random password to each of these new accounts. So technically yes... this means our old accounts have been deactivated and a new account with the same username and email address is being created.
Bio is sending out emails to all of their account holders. Follow the instructions on this email and it will lead you through the process of resetting your password to one of your choosing.
As an added precaution all EA account holders are being asked to reset their passwords. This includes the social.bioware.com site which is actually using EA login authentication. There is no reason to believe that the EA servers have been compromised. This is just a precaution.
Unfortunately, as has been noted, some people are having trouble getting their password change verification emails. It's probably a simple fix (my bet is there's a full log file somewhere that just needs to be cleared), but unfortunately diagnosing even simple problems can be a royal PITA.
