I'm playing NWN for the first time in ages and now that I'm playing it, I seem to be missing at least 75% of the time. Is this normal? I didn't remember it being that difficult to land a hit.
What are your stats? And what are you using?
And what ac foe are you fighting?
I'm only a lvl 3 fighter using a katana. Not sure what my stats are at this point, I forgot. :D

I'm fighting the escaped prisoners in the Peninsula district and the infected thugs in the area that's right before you get to the snobby district.

Should I have started with the beggars? Am I just trying to fight stuff above my level? Maybe I did it in a different order when I played before.

Nah. I think you're doing fine. Low level warriors do miss a lot, especially against foes with some armor.
You need pretty high strength to score hits, but that'll even up when you advance.

Choosing katana means you spent a feat on exotic weapons, which means you probably haven't taken weapon focus yet, that'll give some extra hits.

It's like, if you have STR about 15 or so and no magic bonuses, 75% miss means you need to roll 15 or higher.
If you instead had 18 STR and weapon focus, you'd hit with 12 or higher, hitting almost half of the time.

Add a second hand weapon and you're almost guaranteed to miss all the time.

Advance a couple of levels and your hit chance starts to near 50% and you hit twice a round,
meaning you're starting to score a lot of hits.

Thanks! I think my STR is at 15, and I don't have a weapon focus yet. And I *may* have been using two katanas. Heh. I didn't see where it said that the offhand may have less of a chance. Is that the case or is it just because I'm using two weapons and not rolling high enough to do damage?

The rules are here and there around the game, but you can check your attack bonus from your character sheet, that updates to give the stats for your currently equipped weapon(s).

Without any dual-weapon or such feats, you take something like -6 for the offhand and -3 for the main hand attack skills. Don't remember the exact numbers, but it's plenty enough to just not do it.

Without the dual weapon feats, he'd be taking a -6 penalty on the mainhand and -10 on the offhand. Katanas are not small weapons, so they aren't a good choice for dual wielding at all.
In an ideal two-weapon setup, you can get your penalties down to -2/-2. -2 for the main hand, -2 for the offhand. That's not too bad! You can tell this is set up right if your attack bonus goes up by +2 points after taking off your weapons.
