I bought Moto Racer 2 back when I was running XP and it was unplayable due to graphics distortion. Today I'm running Win 10 x64 on the exact same hardware and I thought I'd give Moto Racer 2 a try again. So, via GOG Galaxy, I installed it, ticked the D3D box on startup, and am happily runing the game at 1024 x 768 with no problems whatsoever! All sound effects work normally and high gears work in motocross.

For the record, I'm running:

Intel E8500 Core 2 Duo
NVidia 9800GT w/Driver Ver. 341.95
ASUS Xonar D1 sound card
Yeah... I too have noticed that old hardware is more reliable than the new ones. Running Win 10 Pro x64 with DX12 and GTX 970 doesn't work nicely with MR2. Oddly enough, MR1 works fine. No graphical glitches whatsoever. Even MR3 has more lagging than MR1 with my setup. xD

EDIT: I had a stupid rant in here, but I figured a way to get this game run in glorious 60FPS without D3D.

1. Start the game
2. Set manual launch options as follows

-LimitFrameRate60 -KeepAvailableVram-800000000 (use your default Vram value, just put minus in between Vram and the numerical value so the value is negative)

3. Start game *always* with manual option

It's not a proper solution, more like a workaround. And it's not guaranteed it works on *your* setup. This way I could actually get in the game. Of course you can try different FPS values, if you want. That 60 FPS is "quick" AF.

Win10x64 user here. Juts wanted to let you guys know that Moto Racer 2 works ok for me, after I have unchecked DirectX 3D. Beforehand I've also had edited the motoracer2.ini file (which you can find within the installation directory) and extended the "Params=" line with "-skipintro" as some of you have suggested. I highly doubt this was the reason, but who knows.
Both of my Win10 x64 machines throw some memory error with Moto Racer 2, "The application was unable to start correctly (0xc0000022). Click OK to close the application."

GOG support just says they don't support Windows 10 with this game. That's okay and all- but part of the reason why I used to like GOG was that they cared to ensure their library ran on modern systems.
