Because you're from the USA.
This Monkey Island game has no regional pricing. It's listed as 10 euro for me both on steam and here on GOG. So you got unlucky. Usually it's europeans that pay more because of regional pricing. So without it, USA pays more. Or you could say we all pay 10 euro.

Because you are a little late...? When it was brought here at first, it was on a good discount... That aside, it is DRM-Free. You buy it, you keep it.
