I did some searching and found this:
"The soundtrack consists of three components: a General MIDI music track, incidental sound effects, and, on the CD edition, full voice for all in-game dialogue. The music is cheesy and repetitive, but it still adds to the mood of the game and doesn't get on your nerves. Sound effects are loud and somewhat crude (figuratively and literally; the city guard on the Darkside says "Fuck off" if you don't have a pass to that city), including both incidental sound effects and some short speech clips. The full voice is handled somewhat oddly, increasing the difficulty of retrogaming, as each voice sample is set up as a Red Book CD audio track on the CD rather than as a sample, requiring the use of the original CD (which the CD version will not function without)."

There is no trace of the CD images in GOGs version, so I must assume they are missing the additional in-game voice acting after all.
Is there perhaps a technical problem that prevents the inclusion of the voice acting? From what I can find, "World of Xeen" consists of 2 CDs, both containing Red Book audio tracks. This means you would probably have to exchange the CDs during the Game.
This is perfectly possible within DOSBox, but would leave many players unfamiliar with DOSBox confused when they are promptet to exchange CDs. Perhaps that is the reason why GOG staff decided to use the non-talkie version.
Needless to say I would much prefer the talkie version. Is there some way this could be made possible? Thank you and best regards.

I had the CD version of MM6 6-pack and I am pretty sure WoX was not fully voiced, just in the cutscenes, so I do not think Gog will replace it.

I can confirm that this is absolutely true. The original Might & Magic VI: Limited Edition game sold at release did not include the fully-voiced version of the two Xeen games.

Of course, GOG could always negotiate with Ubisoft to get that put into their version here. That would certainly be nice. After all this time, though, I wouldn't count on it.
come on GOG. please some extra efforts for one of the best rpgs ever made
I'm pretty sure that this is more a technical issue than a legal one. Those original Xeen CDs used some pretty funky CD-Audio tricks to play the voice clips, and getting them going from a file-based system might be beyond even the heroic gurus of GOG.

This may be true, but I believe there is a legal issue as well. The voiced CD version of Xeen is a separate product from the 6-pack and as such there are all the normal legal issues with getting the license to resell it.

I wouldn't be surprised, however, if the original decision by the publisher to use the non-CD version of Xeen in the 6-pack was due to the technical issues you mentioned.
Getting the talkie version running correctly will be a challenge. From trying it myself, I can gather: When Xeen wants a CD switch (you will see the insert CD message or whatever message it is) it hangs while using DosBox either A) attempting to eject the CD; or B) monitoring for the next CD to be inserted. Xeen never sees DosBox switch the CD.

A workaround that works consistently, but not every time, is to switch CDs, then press the "boss key" (I think it is F10), then any other key to re-enter the game.

Also, my CDs timings were off by a few seconds, but I didn't try very hard to get good images -- and I didn't use the MP3 method.
