Alright, in Bootleg Bay, there are two dungeons in particular: The Temple of the Sun and the Temple of Tsantsa.

The Temple of the Sun is a long abandoned, old world religious temple that monks recently went into, the temple (and maybe a relic?) possessed their minds, and now they think they're guardians of the Temple, hell bent on preventing people from entering.

The Temple of Tsantsa is a temple belonging to some beastial deity worshipped by cannibalistic (Eastern Pacific-style) tribal warriors who use noxious chemicals to shrink heads and do weird sh*t.

The problem is, The Temple of the Sun is on some separate isolated island, and the Temple of Tsantsa is in the middle of an island town full of friendly people right next to a bar.

???? Did the designers mess this up, or is this bizarrely intentional? Did anyone else notice this?

Temple of the Sun is sort of a monastery, somewhat isolated.

I think the Temple of Tsantsa represents the local religion. Notice the large number of headhunter monster variants that are placed around the map.

The Island is just a bad place. If you drink the water, you get poisoned. (But I always thought it was a weird site for a temple. I suspect they put it there so you could get to it by boat if needed. The quest comes pretty early and is easy.)
But there's literally the next door neighbor like "Oh yeah, you ever heard of The Temple of Tsantsa? The cannibals there are crazy with their head shrinking rituals, stay far away from that place if you ever come across it."

"Hey, I'm going to the bar later, you know the one? It's right across the street from the pagan cannibal temple we're all afraid of."

It's like if there was a flourist shop and a bakery right next to Shelob's Lair in LOTR. I just find it bizarrely hilarious. I can't believe that the designer's would throw that place in a nice quiet town right across the street from the bar intentionally.
