I didn't take bow, and I've been trying to train it. (not expert or master) but the trainer to get the skill.
All the lists I've seen are for expert and master, but no inital skill trainer.

One of the places where you can learn Bow skill is in area "Castle Ironfist" in the guild "Berserker's Fury" (it is downhill near harbor). You can get guild membership in one of nearby houses.
