Various pieces of equipment may provide a speed boost; this is probably what you want to try, since you can shift it from character to character. These count as permanent, so they should help meet the requirement. I believe potions, spells, and fountains that boost stats don't count toward the requirement because they are temporary boosts.

Certain barrels of liquid (purple, iirc) can provide a permanent increase to speed. Each month has an altar quest that improves a stat, and one of those months is for speed; talk to the Seer to start it each month, then visit the relevant altar for the permanent boost.
i am pretty sure stat bonus from equipment
as well as temp stat gains from fountains and potions (energy and extreme energy)
can qualify you for the skill upgrades

essence potions (black color) give +15 to its stat at a cost of 5 from another (essence of speed sacrifices 5 personality)
sadly they only affect a character once. endurance is the exception as it sacrifices 1 in al 6 other stats

purple liquids should raise speed too (not potions purple potion is cure poison)

also during the in game month of June you can do the shrine quest from the Sage to raise speed

Edit: lol slow typer got beat to the punch yet again XD
also i could be wrong about the temp bonuses from fountains and energy potions

to make the essence of speed from scratch is as follows

magic potion (blue) = phirna root into empty botle
energy potion (yellow) = poppysnaps into bottle

pick up one of these and click on the other to make resistance potion (green)

make another energy potion and pick it up and click on the the resistance potion to make Haste potion (white)

make cure wounds potion (red) pick up and click on haste potion to make teh essence of speed Potion

word of warning any attempt to mix potions that dont have a valid result
will cause an explosion to damage your character possibly even Eradicating them
so please mix responsibly

Good call on the essence potions; I forgot about those. They should help too.

Basically, I think you need the white number to meet the prerequisite. The green number doesn't count.
I might be mixing that up with MM7, though.

I'm pretty certain that it is the green number that matters in MM6. I remember that the master merchant instructor requires 30 personality but there just happens to be a convenient well to drink from close by.

Come to think of it, isn't there a fountain for +speed (temporary) in the Frozen Highlands, where the dagger master instructor is? Just not in the same village.

There is also the Shrine of the Gods.

If memory serves:
"red barrels" -> Might
"blue barrels" -> Personality
"green barrels" -> Endurance
"yellow barrels" -> Accuracy
"purple barrels" -> Speed
"orange" barrels -> Intellect
