For some reason I thought that signing in at an inn would recharge your spell points. This seems to not be the case. Because of this, I can't seem to figure out a way to recharge or regain spell points. Can anyone help me?

Maybe you're missing food units. One unit represents a day's rations and is consumed to replenish hit points and spell points during rest (can't remember if this only applies to camping). Try resting somewhere else and not in an inn. It could be that inns in MM1 are for saving the game and creating/adding/removing party members only.

Thanks for the help! Yeah, it turns out signing in at an inn doesn't make you rest; resting is done by pressing "R" and one unit of food is used when this happens.
