Sounds like BS to me. The text in the bottom of the checkout page is the same. The game page had no mention of "license" either.

I saw that, too. Has anyone purchased it yet? Are there offline installers? Can it be run offline?

Yes, I did purchase it - and consequently refunded the game: One of the first lines in the EULA reads "This Game is licensed, not sold, to you for use..."

There are offline installers, but upon starting the game you are requested to accept the EULA - which I did not, so I don't know if the game runs offline. Among other things, the EULA includes the "just licensed..." bit as well as collecting information on your "SteamID or ConsoleID, computer configuration, gameplay behavior and progress, browser type, platform type and SOFTWARE USAGE" - the latter being so vague that it might contain anything...

I am super confused why is this an issue suddenly? Is that you think only this game is sold this way or is it something else that I don't understand? Because literally every game is sold as a license for many years now. All the EULAs I have seen have very much the same line where they tell you they sell the you licenced righht. Guys EULA means End User License Agreement. So every game with EULA is a license. It has to be something old to be without EULA. But even very old games like Morrowind have this... This is such a weird review that feels more like trying to create some drama...

The ugly part in the EULA is "... fully revocable right and license to install ..."
And since it is Funcom (and I just learned that they seem to have a rather bad reputation). people are looking more closely into that. I guess most other games have EULAs like that, but nobody cares. Oh, and if you create User Generated Content you give them the rights "to use, reproduce, modify, create derivative works from, distribute, transmit, broadcast, and otherwise communicate, publicly display, and publicly perform your UGC, and derivative works of your UGC".

GOG is in the EU, Norway is subjected to European trade laws through EFTA and revoking licenses is 100% illegal, stealing you user generated content above the threshold of originality is 100% illegal, so Funcom can s@rew themselves, your license will be safe. But I understand now why their reputation is so bad.
