Doubt any of the developers are going to actually look here, but the GOG version of this game has Cyrillic text for the English information cards on the first two subjects in the database (security holes and something else, see attachment). Might be a misplaced bit of code that needs to be patched.

Good catch! Might want to contact Sekai Project, since they handled the translation and I'm not sure they read these forums:

You could also submit a support ticket (not sure how useful it would be as it's not a game-breaking bug, but it likely has a higher chance of being seen?):
