I own the game on gog galaxy and downloaded it on windows 11. It lets me play the tutorial mission, but when I complete it, the game puts me back on the same screen with only the tutorial mission unlocked. Clicking the Briefing Room and clicking New Game send me to the same exact screen.
This question / problem has been solved by Spejnimage

In Briefing Room there is a mission available at the bottom of the map (
bottom left corner if I remember correctly)
