this is not mouse speed in dosbox, keep it set at 100
modifying cycles off auto can correct it if done carefully but will likely cause other issues like lag stutters etc
first to correct issue is:

only modify config file in gog moO2 folder, not dosbox master config file.
when you first try to open it it will say windows does not know what program made it. pick from list and choose notepad.
scroll down to "core" and change its setting from auto to simple then save
open game and scroll speed in battle should be normal
very cool, will try, never solved this myself!

There are 3 more configuration files, 2 for network play, and one for the setup of MoO2. Depending on what you play, you may either change those as well, or ignore them.

i presume that means you are running battles now that scroll proper.
this worked beauty for me! is there any reason why i shouldn't have CPU set to simple... any disadvantages? also, how would it affect other games? should i set core=simple for all my dosbox games?

Hi. Yeah, maybe I'm just a derp, but I have located the .conf file, and there are no actually defined values in it. Every line starts with a # symbol, and only contains the description of the values I can change, but not any actually set values. Any idea on how I can find the actual "core" value so I can change it?

I have it installed from the old v1.x installer, not sure if it has changed in v2.x
Still, my dosboxMOO2.conf has the following lines in it.

If yours doesn't have a [cpu] section in it, add it, changing the core=auto to core=simple as suggested by the first post here.
Well, thanks for your help but...

Ok. So... This is weird. I figured it out, but it ended up taking two computers. My original problem computer (alienware x51, windows 7 x64, etc) config file did not show any of these values. Looking at my laptop (dell 17r, windows 7 x64, POS etc) which I used the exact same installation method, somehow has the full config file. I tested copying and moving the config file and it worked. Apparently on some computers, you might not get the config file to actually display the values. So... for anyone else who might have this issue, feel free to copy and paste. This is the entire dosboxMOO2.conf file. The only change I have made is changing the core from auto to simple as recommended.
