Rules review. Game lasts 8 turns. There are 5 tracks for each player: supply, fleet, production, loyalty, victory points. Starting numbers depend on race you choose. Also races differ with bonuses they gain performing some kind of actions. Each round you gain resourses depending on your board and get some number of actions - cubes. Players spend a cube to make a play, one by one, until everyone spends all their cubes.

I've got a copy of the game and can answer any questions anyone might have.
First question: how does this game have anything to do with Master of Orion? It looks a whole lot like a card game. Nothing from MoO appears to be there, the 4X, the ship designing, technology, etc.

Yoy are pretty much correct. Only the card names bring back the old memories. but the gameplay is completely alien
If you want a board game that comes close to Master of Orion try Eclipse:

The MoO board game is quite nice (tried it out at SPIEL in Essen) and it has quite a ring to it (the cards represent buildings you know from the game, the alien races present are well known), but if i have the time i qould always prefer Eclipse.

I've modded my version of this game to be much more similar to MOO. It plays mostly by email, though, because it really is close to MOO translated into a board game. I've revamped the research tree, and expanded the things that can be bought (like tech/buildings).

I'm putting the finishing touches on the rules soon, then 5 of us are going to test it out. We all live locally, so we'll probably run the ship combat in person, but the strategic level is all play by email. :)
