From everything I've read in the manual and played, it's my understanding that in order to summon a legendary creature, you must upgrade your mages tower to level three, posses your temple, have your temple's special building constructed, and occasionally meet an extra qualification (i.e. provide a necromancer sacrifice for death, or upgrade the baracks for order).
However, I can't help but notice how the computer players don't need to abide by these rules, which leads to my innevitable dissapointment when I can't get the hydra or worm in time. Is this just a glitch for me, or are other people seeing it too? And if other people have seen it, does anyone know a solution?

I understand your confusion, but you are SUPPOSED to start out weaker then some of the other faiths, especially your opposite faith. The opening text should have indicated that some of the faiths have bigger armies then you do, while some have weaker armies. Just keep plugging away, build resources, armies, and get that legendary creature. In general, the other faiths will leave you alone unless you directly anger them (taking their buildings for example.
