I encountered a bug and was only able to partially find an answer on Steam forums, so I thought I'd share my solution here.
Problem: In Stage 2 when using Robin to control the RC Car, the car won't move, and you can't progress in the game.
Solution: Turn on VSync in the Options Menu. Then, if you're able, check (with FRAPS or something) if fps is not going above 60. If you're still over 60 fps, you should try also to turn on VSync for the game on your GPU software. In my case I had to do this extra step, the in-game VSync Option didn't work.
