Not sure what they mean by episodic yet exactly. KQ7 was also 'episodic' but you bought it all at once.
The way they word on the website for example is that its episodic in the way that it each episode will honor the core characters of the series.
But as the first game is supposed to be all about Graham and his various adventures. It will likely be a stand alone game on its own.
So episodic in this case might be more akin to the first game is the Graham game, second game is the Alexander game, the third game is the Rosella game, the fourth game is the Valinice game, the fifth game is the Connor game,and then they could branch out to? Cassima, Edgar, maybe Rumplestiltskin? Maybe play from a bad guys perspective ;).
Also in the past they used to call space quest games "Episode I, and "Episode 2' for example, and each was a stand alone game. You can also find advertising that called each of the KQ games an 'episode' of the series as well.
Episodic doesn't necessarily mean "telltale's version of episodic. Or that you'll have to buy a 'season pass' of some sort. It could mean each game will be delivered independently, and be sold separately.

While you are correct that it COULD mean something other than the telltale style of game, I would put money on them aping a successful style of game. And who knows maybe they could do better than telltale and produce a brilliant masterpiece. I just don't think that very likely.

The fact that this game looks to have more of an 'action' game with side-scrolling bits, and plat forming makes me think that its far from being an 'aping' of telltale's 'successful' style of episodic interactive fiction. Granted we haven't been shown the 'puzzles' yet, or its type of 'exploration'.
Of course some other successful kickstarters have done episodic methods only to split a game into two chunks and get at least half the game out to the public while they worked on completing the rest of it,, and then combined the two games back into one on the release of the final episode (Broken Sword 5 for example).
There is the Valve method which is release episodes that are more or less intended to be 'stand alone' parts of the complete story. Each game having is own clear beginning and end, that takes several 5-12 hours complete, about the length of an average game, or each episode being about half the size of the original game it was inspired by (as opposed to 2-3 hour micro-episodes that Telltale is known for), .Of course that could have been successful, but that Gabe has been intentionally delaying each episode... Until they are thought of as vaporware...
Penumbra sort of went the Valve route of episodic but mostly stand alone games that are each average game length.
Now Dreamfall Chapters, that is definitely aping Telltale in gameplay and style... Even down to the choices characters will remember...

I'd love it if The Silver Lining finally released episode 5 so the game would be complete! I feel like they're never going to release it

Ya, they have all but closed all direct forums to the game too. The websites related to it are not focused on either. There are no more news updates. I think its vaporware now...

Since the Silver Lining isn't considered an official KQ game, it cant be considered the ninth. It's just a fan made game, that can't even officially have the King's Quest name in it. So, officially, the ninth installment in the King's Quest series are the ones being released by The Odd Gentleman

How come The Odd Gentlemen can use the "King's Quest" name but the creators of "The Silver Lining" can't?

Because they were hired by Sierra (owned by Activision) to create the 9th installment in the series. If they hadn't been hired on to do it, it would have been illegal to call it King's Quest, and to attempt to make any financial profit from it's release
