Are there any such requirements? In the current playthrough, when I select nomination of a candidate from my own clan, I can only select one out of 5, seemingly random members of my clan (when I have 18 "ringthanes" in total). In the previous playthrough it was even less (3 or 4, I had to savescum to allow Kallyr to be chosen, because all other candidates were complete rubbish in Leadership - the game didn't let display my best natural leader on the selection screen at all).

I don't see any particular logic deciding which candidate can be nominated and which one can not. I thought it might be age (no), worship (no, unless it is a bug - for instance I have 3 Orlanthi guys and only one of them appears in the selection screen), stats (doesn't look like it)...what the hell?
So the question is, whether it is a bug or is there some obscure factor that decides whether I can nominate someone or not?

It should include your best Leadership character, as well as the best in each other skill (which result in fewer than 7 people if the same person is best in two things). And your chief, warleader, and lawspeaker.

I don’t recall our exact reasoning, but in general the game is not going to present choices that make no sense. Other clans are not going to agree to a king who is lackluster. King is a bit broader than other places where showing you only good Bargainers is reasonable, so the usual filtering doesn’t apply.

Thank you for your prompt reply David, much appreciated that you are still around and eager to help!

In the last nomination session it didn't take into account my best Plants person (maybe because it was Chalana Arroy devotee? But the second best was Ernalda and she hasn't been available for nomination as well)

Oh right, no tribe is going to select a Healer as their queen, so Chalana Arroy is excluded.

Your Ernaldan is not your best Plants person.
