Also, you may want to try downloading again and re-installing in your spare time. As this is a fairly large download, if one of the game files is corrupt, you will re-encounter problems at that part of the game. Another quick-and-dirty workaround would be to just continue hitting the other shuttle until it blows up. This would allow you to complete the time zone without using the tractor beam, though you would lose some bonus points and the benefit of capturing that robot's biochips.
