The game keeps crashing back to windows whenever I try and start an instant action game, or begin a new game.

So noone helped you for this long :-( Did you try GOG support? Did you already look here: https://support.gog.com/hc/en-us/articles/213517129-Independence-War-2-Edge-of-Chaos?product=gog? Only a few of those things are relevant to this game.
If you want us to help you we will need more information. Error codes would be best but operating systems often hide those away. Your operating system (ie Windows Pro 7 SP1 64bit)? Did you use Galaxy or not and version 1 or 2 if so?

Could be that the config file got corrupted, happened a few times to me.
If you don't have a backup of it the best way is to reinstall the game or check the installation integrity if you use Galaxy.
