I'm considering buying this game mostly because of the editor, to enjoy community generated content, therefore it's very important for me to have the assurance that other people's created levels are available in the GOG version. Please, GOG staff, I kindly request an answer: can other people's levels be seen/downloaded/played in this version? Thank you.

I don't know if this will work for Hotline Miami 2 because I don't own it yet, but it works with various games on gog. All you'll do is copy a map's link from steam workshop and then place it in proper folders.

Thank you very much for your suggestion, sadly it doesn't work. I chose a few maps from reddit.com/r/hotlinemiamimaps/ and after copying and pasting each steam workshop link in the page you mentioned, it says: "The game that this item belongs to does not allow downloading of its items...BUMMER!"
I also tried the solution described here: forums.runicgames.com/viewtopic.php?f=47&t=60240

And still no luck. Even though having followed those steps a Download button does appear in the level's workshop page, clicking it does nothing but refresh the page.

I'm really looking forward to playing community created maps. Please, GOG staff, can you shed some light on this issue?

It's a shame that there's still no answer from GOG staff. I'm guessing that downloading community made maps won't be an option in this version of HLM2.

I'll share a couple of sites I found with ready to download maps and episodes. It's just a bunch of levels and somewhat dated, nowhere near the amazing quantity and quality offered for the Steam version, sadly, but may be helpful for those willing to try out other people's maps in this GOG version:

I agree it's up to the developers. But since I'd be buying this game from GOG and not from Dennaton, I think it's fair to ask the staff for an answer about this, since it's a deal breaker for me, I'd be expecting to find and play community generated content as easily as it's available on Steam now. I'd like to know if this is possible now, or if there are plans to make it happen, or if it's already ruled out.

That's fine, but so far you are asking other users. Best send in a support ticket to try to get a response from GOG.
I know GOG staff check these forums and post here frequently, there's another thread where people requested the editor being added to HLM2 GOG version and they replied once it was added. I thought about sending a ticket, but since it's a game I haven't even bought yet, I figured it would be best to ask here. I'll send a ticket anyway.
Well, this is the answer I received to my support ticket, I'm sharing it here to help others who want to play community created maps and campaigns. I really appreciate the honest answer they gave me.

Unfortunately the user created content in Hotline Miami 2 is shared mostly through Steam Workshop, and GOG is unable to use any Steam functionalities or options, so these are not accessible to our users. If you care about that part especially, I would advise purchasing the game on Steam.
