As the title says. No support from GOG and the community fixes are not working for this game.
Do you have "UAC" on?

Did you install the game into one of the "Programs" directory C:\Programs\ or C:\Programs(x86)?
Works fine for me. Try setting the compatibility mode to Windows XP SP 2, and ensure that "Disable visual themes," "Disable desktop composition," and "Run this program as administrator" are checked.

Tried this on Win 7 64-bit. No dice.

Same here, I have no idea what the solution could be. It's almost like it's not staying in compatibility mode. Seeing as many complaints there are over the years it's pretty ridiculous GOG hasn't taken care of this yet.
I still have no problems with it with the settings I listed above applied to gcii.exe. Perhaps the problem is graphics card specific; I'm using an AMD HD 7950.

It's also worth nothing that it takes quite a while to start up after launching. It seems like it hasn't worked, but then approximately a minute later the game pops up and works fine.
I have Windows 7 64 bit and I don't need to change anything. It works.
Did you install the game in the Default Folder?
e.g. "C:/xx/Ground Control II"?

As I found out a few minutes ago the game cannot find its files if there are spaces in the folder name.
Try renaming the folder to "Ground_Control_II", you also have to change the shortcut to get this to work.
Is there any solution?

Actually it says the same on my PC. I have a Surface Pro 4, i5 model. Somehow it magically worked yesterday, after reinstalling it. Though I don't know why it worked because I had reinstalled it many times previous days. Today it did not work again... reinstalled many times again. Sooo Frustrating.

All that happens is that it tells me "ground control executable has stopped working"...

it works for me on win7 64 bit.
i don't have any of the compatibility options checked.

maybe it has to do with video card settings? i have had to play around with those a lot for many GoG games to get them to work properly.
i suggest checking out your CCC or NCP settings and see what might be incompatible with older games. often there's something that has to do with framerate, buffering or display rate that can cause problems.

my particular monitor (asus vg248qe) has a specific display rate setting that causes a lot of older games to crash. i have to turn it off for a big amount of gog games.
also, i suggest refraining from forcing any settings. for example, don't force v-sync on, and don't force it off. there's usually the option to let the application decide, which is the safest option for older games.

edit: i tried out a few settings in NCP, but so far nothing made it crash. maybe it has to do with a multiple-monitor setup? (can't test this myself right now.)

Renaming the folder and setting the gcii.exe to Win. 95 via the compatibility options and starting the gcii.exe as admin via the context menu, that opens up when you right click it, made it work for me. Note that just setting the exe to run as admin via the compatibility settings is not sufficent. Also you have to remove all USB hard / DVD drives.

edit: It turns out that the game still can not always be started this way. I had some success restarting my machine and trying it again after going through the processes described above.

I am on Windows 10 64-bit.

I don't recall having any Problems on my old Win. 7 64-bit system but maybe this helps someone.

Usually you should have cd-rom\emulated (not by Windows!) drive for old games. Even empty ones for DRM-free versions.

GC2 released wa-a-ay after Win95 and never be compatible with that. Remove any checkboxes except run as admin.

Reinstall game to X:\Games\Ground-Control-2\ folder.

If nothing help - experiment with DPI scaling and full screen optimisation checkboxes (some of that initially enabled by GOG by mistake).

usually Windows compatibility (exactly for prev. versions) shouldnt be used. It a problems with DWN\Desktop thems, admin rights, UAC, DEP, Legacy DirectX not included and partially disabled even if installed.
Download dxwebsetup.exe web installer for DirectX and check uptades from that tool. Turn on Legacy DirectPlay component in Windows Control Panel - turn on\off features - Legacy.

Use GOG offline version (can be added to Galaxy as native game or as 3rd party version - on your own choice) or if still want GOG Galaxy build - check game files in Library. At least twice (Galaxy do not report results and always redownload something).
After that re-check game exe properties checkboxes and GOG\game settings - they all re-enabled to GOG default (and usually incorrect for GOG).

Dont forget that game should be work on 60 fps. Probably 120. Deffinetly not higher like 144\240.

After all of that - if still no sucess - navigate to game folder - profiles - and remove folder for your profile. Re-set internal game settings and start a new game.

If nothing help check maybe there is solution
