You can download the 1.2 setup executable here:
https://content-system.gog.com/open_link/download?path=/open/galaxy/client/setup_galaxy_1.2.67.58.exe When it's installed, uncheck the Run Galaxy at Startup option, close Galaxy, then add a shortcut to your startup folder to Galaxy with the /runWithoutUpdating argument, then restart Galaxy from that shortcut.

I also went into Task Manager -> Start-up and re-disabled it there.
I'm puzzled though as to why my browser popped open with a adservice dot google dot com URL (the lengthy url included embed dot gog dot com slash library slash windows). Fortunately my browser blocks that shit. Take that scummy auto updating ad serving cretins!

Maybe this will help someone:
Right-click the Galaxy shortcut, Properties, Target, go to the end (or press the End key) put a space and /runWithoutUpdating . Click Apply.
