GOG Galaxy je opuštěn?

No, it is not abandoned. It just recently had some updates.

Now, if you ask me, we will probably see a community led alternative to Galaxy sooner than later as it is clear Galaxy didn't deliver on its promises and has been really stagnant for a long while.
GOG could try to do another iteration with a Galaxy 3.0, but I have severe doubts they even considered it.

You haven't noticed the updates that have come now and than. Not super often, but there are updates.
Also, they are rewriting parts of the frontend stuff from what ever it's using now to QT instead. Seems like they also are aming for 64-bit.
