It's all up to the sites -- we did one with PC Gamer last week where you needed to be a UK resident (it was a one-day contest and we missed the chance to post the news). Giveaways/contests are actually a legal mess sometimes, so they'll usually be limited to certain regions.
So, do you guys plan on doing anything in this here country anytime soon? Just askin'.

The only thing required for a contest to be legal in Quebec is to add a stupid mathematical question such as "(8 * 3 / 2) + 1 - 4"!
