If yesterday's free games got you excited, then how about some more free games? Laame. Moreso, since CD-Projekt's based in Poland, which - as far as I can tell - is still NOWHERE close to either US or Canada. Even including Quebec

It's all up to the sites -- we did one with PC Gamer last week where you needed to be a UK resident (it was a one-day contest and we missed the chance to post the news). Giveaways/contests are actually a legal mess sometimes, so they'll usually be limited to certain regions.

Except Quebec?
The only thing required for a contest to be legal in Quebec is to add a stupid mathematical question such as "(8 * 3 / 2) + 1 - 4"!
But... NO, that's too hard to implement it seems...
