If I had to make an educated guess, I'd say it's probably something like this:

Someone who is not EA has some rights to the expansion.

If the expansion is added, the game's price will remain the same, but EA's share of the per sale profits will be diluted.

EA and the third party can't agree on how much of a cut the third party should receive.

Anyways, these are wild speculations on my part.

It could be something else, like EA wanting the price to increase if the expan is added and GOG refusing or even some technical problem (though the expan added more content only so if they got the original game to work, it seems unlikely that the expan wouldn't).

F4LL0UT: Would have been the same for me but thank God there was a small German publisher called Green Pepper that re-released lots of games I had originally missed out on including Syndicate Wars and Road Rash (and thank God my brother bought me Syndicate Wars when he found it at a store - best bro ever). But it was the German version (which I applied a bloodpatch to), can't wait to finally play the original version.
Yeah, I kept waiting for them to release it in some combo pack, but they never did. Guess my money was not good enough for them.

I got Road Rash in the bargain bin years ago (some EA collector's edition re-release), but it stopped working once I upgraded past Windows 2000.

As I don't really have the time to invest to make it work, I'll be happy to just fork some money for it once GOG releases it (I'm assuming they will at some point, it's a classic).

Also a little hint for people playing it for the first time: like with many Bullfrog games from that era you have to press "R" ingame to enter hi-res SVGA mode (easy to miss that one if you don't check the manual first - which I highly recommend doing).

Edit: Ignore this. The GOG release is preset to SVGA mode (also forgot that you can change the resolution in the options while most other Bullfrog games including the newer Dungeon Keeper only allowed to do so ingame by pressing a key or a key combo - in fact pressing the "R" key restarts the mission in Syndicate Wars).

Nah, they added expansions to wing commander series and alpha centauri without any extra charge. It has to have something to do with expansions being made by 3rd parties.
Holy shit. Dude. Next time I have cash, I need to catch up on GOG releases. So many awesome classics I never had a chance to play making it here. D:

True. Only thing I don't like about the music that you have to manually switch the audio tracks in the options, else you will always hear the same one throughout the whole campaign.

A totally crazy feature btw: you can actually play this game in offline coop. Grab a gamepad and another player can control one of the agents independently. Doesn't work very well but it's worth mentioning. I couldn't believe my eyes when I discovered this feature.

Also, there's an Windows source-port of this game, if anyone is interested, but you need the original music files from SW in order to have in-game music. I assume you'll find them in the folder where you install the GOG version.

I doubt it. I mean, you could easily find Syndicate Plus (which includes both Syndicate and American Revolt) at many retail stores. I can't imagine that AR is actually in some kind of legal limbo because of some ancient decision. I think someone at EA or GOG was just sloppy when signing contracts.

But for now, every Bullfrog game is lacking expansions. Dungeon Keeper, Populous The Beginning, Magic Carpet and Syndicate.
So is this any good? I still enjoy the original syndicate, this game came out after my time...
