You, sir, are evil. I kept staring at #26 figuring out that it's not M&M or Wizardry or whatever. Then I noticed that it's not CGA. Nor EGA. It's the Commodore 64 palette. The rest was easy - just looked through a hundred or so title screen shots in the Lemon64 archive. They have a page for that.

I have been thinking the same thing, but Oblivion models don't have that level of facial expressiones.
