Nice promo :) Although too bad it's all on discount or no discount at all again and you can't select what games you want to gift. Still, great opportunity for people who missed the sales.

Also, the Tactical Strike deal claims to contain Fallout Tactics (for whatever reason), but doesn't actually.

Well, they were 50% 2 days ago, I see nothing wrong with letting the bundles be bought now without the default discount.

I personally enjoy these bundles, I typically own most of them already and even if I don't, I see it as getting the games I want at their standard 50/60% discount + a couple similar games I might like for free.
All or nothing? Ouch! I'd pick up some of the HoMM and Spiderweb bundles even if the discount for pieces was 25-50% but 0%? Eeeesh, guess I'll hold for a weekly later.

As was mentioned above, they were -50% for ~2 weeks, from the 12th till the 29th.

Alternatively, you should be able to find someone to trade with for single items, there should be a few of us who have all the games already.

That is a good way to look at it. :) Hmm maybe I should take a gander at the Historic Strategy bundle.
