....yet the Steam Deluxe Versions of both of those games do have the soundtrack?

I'd guess the keyword being "Deluxe" - it's about $5 more expensive than the standard version.
Don't forget that KING Art is a German developer - sounds like a similar case of The Night of the Rabbit.
