YogSo: And they didn't. DMA Design (later Rockstar North) started the series in 1998 with Grand Theft Auto for PlayStation and DOS/Windows. I haven't checked in a while, but the game (along with GTA 2 and Wild Metal Country) used to be available for free if you registered with Rockstar's web site.

That video linked by the OP is a modern 'demake', like those 8-bit versions of popular games you can see in the related videos section.

Navagon: C64 Vice City was awesome. C64 San Andreas was much better though. Being on cartridge it put paid to all those awful loading times.
Jet controls in San Andreas were shit, I never got out of the desert. Wish it was in 3D, maybe it would be better.
It's a pretty epic effort, although some of the elements that screams "not actually C64!" are a bit annoying.

I love demakes, though. I thought the 8-bit Dr. Horrible demake was hilarious (for fans of Dr. Horrible's Sing-along Blog, anyway). I'm also seriously impressed with the actual C64 demake of the Amiga demo Desert Dream (which is brilliant in itself).
