If i can currently run the Witcher 2 in decent speed, but in low settings, will my system be able to handle No3? Even if only barely enough for it to be playable?

Probably not. I bought the PC I have now to run witcher maxed out, and according to minimal specs of The Witcher 3, I barely pass the minimal recommendation. Posting specs would help tho.

Don't know any specific info, but I'm going to go for a wild guess and say no.

Depends on your definition of playable... ? In low-res and with most eye candy turned off, perhaps? But since eye candy is a big part of the experience with this series, I'm not sure how enjoyable that would be. If you're primarily interested in the story, you might be better off just watching video playthroughs of the game. Otherwise, I guess it's time for an upgrade.

My current PC can handle The Witcher 2 just fine, but I don't expect more than medium performance in the new game. ( Which is fine with me -- as long as it runs reasonably smooth and still looks "pretty" I don't need super high-end visual quality with all the bells and whistles. )
Where is the easiest place to find sys specs on PC,please?

If you look at the upper part of the window, there's also a display tab. GPU info is quite important as well.

Main processor and RAM should be fine, but what's your graphics processor? Since that is kinda... important. :P

In the end you never really know until you've actually tried it on your system.

Anyhow, seems like you should be fine. The game should definitely be playable on your system, but anything regarding actual performance and quality is only speculation at this point.
