GOG has been the target of many fraudulent credit card transactions & gift keys trading in other sites like G2A so some measures had to be taken. You're experiencing one of them. ;)

Probably for the same reason you'd want to buy a bunch of them, to curb resellers.

The problem for GoG and other retailers is that these fraudsters use stolen cards and even though they get later refunded, the retailer is stuck paying the Paypal/credit card fees on voided transactions. They lose thousands of dollars because of this every year.

Well, you can buy one copy per day (a bummer, I know, but you'll check out the sale at least once per day anyway, right?) so until the end of the sale you'll have at least a handful of NWN2 giftkeys. That should do the trick, unless you have way too many friends. ;)
