I haven't downloaded anything in a while, but the last time I did I got my usual speed.
I've downloaded the full v1.06 refresh Witcher 3 build just a couple of days ago at a solid 3.5megabytes/sec (connection is a 30MBps) per piece and a bunch of other outdated games I've had, no issues at all.

Downloading a piece of Witcher 3 still gives me 3.5mb/s even now. Using Firefox 39 with downthemall addon if it's any help.

HereForTheBeer: I dunno. I'm downloading one of the new 3 GB movie releases and it's been a steady max-speed. The games and the site are likely coming from two different places.

But... more bandwidth is never a bad thing.

Once I start a download, I get a respectable 400kbps+ download speed in most cases, but the shorter requests to do things like login or load a page are where things go wrong.
That seems like a reasonable, um, reason for it. Anecdotally from this thread, it would appear that the actual speed is fine for most folks.

It's probably something like that, people don't seem to be having problems with the actual speed, it seems to be something like the number of connections or authentication.

Watching lgogdownloader work, it's just not finding some of the downloads, but the ones it does find download at more or less the max speed for my connection.

Part of it, may not even be GOG, I sometimes have to restart my modem because it's getting low on RAM. after I do that it tends to go back to the normal speeds.

Also, it's only been like 6 months since they did their last server test for downloads, I wouldn't expect the demands now to be higher than when they were giving away free games to people for testing.
