Do you have Hairworks ON? If so turn it off. If it's already off check your PC/components and see what's wrong with. I can play the game in high with a less powerful PC than yours and I get 60 FPS. I get 30 only in cutscenes from some reason.
I'd settle for announcements when a patch is available. I don't know why Witcher patches are not being announced.
might wanna take that up with nvidia

I had the same issue with the 30fps in cutscenes and someone told me to change MovieFrameRate=60 in user.settings file.

There were multiple people with 700 series cards complaining and it seems that Nvidia optimized only the 900 series drivers in order to push sales of the newer series. So this is a Nvidia issue unfortunately.

x2 on turning off hairworks. I noticed a big boost in performance after I turned it off.
I'm getting steady 60 on medium/high with a 660 ti, an i7 and 16 GB RAM. Make sure the drivers are up to date and turn off DSR so you're running at your native resolution.

The game is not badly optimized; quite the contrary, actually. It works much better than I would have thought on the 900 series, easily maintaining a stable 60 with a mix of high an ultra settings even on a 960.
The problem (which I am experiencing as well, having your same video card) is on nVidia's side: their lousy drivers have completely broke any kind of stability for the 600 and 700 series. I hear a few people still manage to get decent framerates, but the vast majoriy of users has our same problem. I get 55 frames when running everything on low, 40-45 when running it on medium, high or high with ultra terrain, water and textures (the difference is only of 2 frames despite the clear visual difference, which imo indicates that something is definitely wrong) and around 20 when running everything in ultra. Preposterous.
They said they are working to fix the issue, and I hope for them they do it fast; in any case, between the new "Maxwell-only" drivers, the whole mess of the 4GB-3,5GB memory and the gameworks thing, I have completely lost my trust in those sharks.

Yup, got almost the same FPS with all in Ultra (except hairworks Geralt only and foliage on medium) on my i7 3.50Ghz, 32Go RAM and GTX 680. I can't say how glad I am that CDPR optimized so well that game, TW2 was much buggier at realease time (and perfect with the EE)
