You would need to be one of the best engineers in the world to design your own GPU from scratch. You would also need very expensive machinery and be able to process raw materials. There's also the issue of compatibility. Current games are built around AMD and Nvidia hardware and drivers. Whatever you are playing won't recognize your home made graphics card, and likely won't be able to run at all.
