Argh, that's embarrassing...yeah, I had written Richard Kiel first, but then thought that would make things too easy, and went with ̶R̶o̶b̶e̶r̶t̶ Richard Donner instead... well - at least it didn't throw you off the trail... ;)

Correct, except it's the fourth film. But right on everything else.
Hints:

Italian Neo-realist filmmaker
Joined the Communist party to help organize anti-fascists.
Made only 5 non-documentary features which were released from the late 50s to late 70s.
Adam Curtis uses the theme of this movie in one of his documentaries.

LoL yeah I should have probably added - the movie takes place in Spain.
Hints:

The film has not been released on DVD/Bluray in the US.
One of the filmmaker's previous works was screened by the pentagon before the invasion of a Iraq.
