it's not any game made using MUGEN, i'm sure it's built from scratch since the dev never mentioned any game engine they used if any.

okay this screenshot features the 3 starting characters + 1 character that unlocked the earliest (there are 10 characters, but the rest must be unlocked thru the adventure mode) fighting in VS mode on a different stage, complete w/ UI. (the 1st screenshot is also in VS mode)
in addition to sprites being from other games, they use music from other games as well. most the stages for both adventure and VS mode are also inspired by classic games.
this fangame was only distributed thru a not-so-mainstream internet forum (and a site page, tho it's gone now), outside of it its promotion was mostly thru word of mouth. the game was abandoned early-to-mid 2010s.

it's a platform fighting game. think of smash bros type of fighting games but in pixel graphics. similar games are fraymakers, rivals of aether, brawlhalla.
and it comes with level editor

the forum in question is Tapatalk (formerly Forumer as archived by Wayback Machine but forumer still exists now and somehow the forum is in Tapatalk now, idk what happened tbh), the dev actually posted once on ModDB promoting the game in 2013, the same year as the last update of the game according to the forum.
honestly idk what else to talk abt the game. I might as well spoil the game if this turns out to be too hard to guess.

below shows the char selection menu. in case anyone didn't recognize the chars, they're Ryu (Street Fighter), Rash (Battletoads), Spiderman, and Mario (Super Smash Bros?).

it's my childhood game. me and my big bro frequently played it. we've beaten the adventure mode few times & unlocked all of the chars and stages in it. oh sweet memories.

That probably narrows it down a lot, but I'm very super confident that this isn't any of the all cap title games that immediately come to mind when you say games with a title in all caps. This is most certainly not GNOG or SUPERHOT or VVVVVV or HITMAN or FEZ or ZONE OF THE ENDERS or LET IT DIE or OMORI or NORCO or METAL GEAR SOLID or RUNNING WITH RIFLES or DOOM or INSIDE.....

So I'm going to go pet some cats and think about what this might be based on that clue.

The appearance reminds me a little of Katana ZERO (are there enough capital letters in there to be a valuable stab in the dark?), but I don't recognise that text.

The funny thing is that I really couldn't get into this game when I tried it out. Fortunately, it came in a large bundle with a ton of other games.
