Nope, this is a full paid game, not a mod. These specific screenshots might be from DLC content though, I don't recall for sure.

That screenshot is from inside a secret area, the game doesn't usually look like that.

Indeed. Probably my favorite Borderlands game, tied with BL 1. Most fun I ever had in a BL game was playing Athena in Pre-Sequel.
Claptastic Voyage is the best DLC in the series, period.
