I know it's free, but it's positively criminal not to at least mention openttd.

Unless you're worried that people might try it out, get hooked, and then not bother to buy anything from the sale xD
Mini Metro is still on my wishlist, but watching to see if goes a little cheaper. Always hopeful these sales encourage Paradox to evaluate putting Cities Skylines on this platform.

Yeah Cities Skylines probably won't come here until there's a complete version which would be after Cities Skylines 2.

The trouble is that Cities Skylines needs player created content to really shine and the Steam Workshop works for that. Of course there are ways to get stuff off the workshop without having the Steam version but a typical PC player playing CS would have multiple mods and multiple custom assets, it's what makes the game. Not sure if it would thrive so well if you had to add all those mods and assets manually.
King of Fighters XIV Galaxy Edition is listed on its own page and on the SNK sale page at a 70% discount. However if you click on the store pages for its two DLC expansions, the discount offered on them is 75%, and from those pages you can also add the base game to your shopping cart at a 75% discount instead of the 70% discount listed on its own page. I'm assuming it's some kind of error in the store listings.
