Even higher up would be Panzer General 1 if Cookie/Silent's work on Pacific General could be a reasonable association, but as it is, Ubisoft...
Panzer General 1 runs fine on dosbox.

I mean legal issues with it coming to GOG. I assume the rights are split between parties who don't want to work together, Ubisoft and somebody(ies) else.

"SNK Heroines" is an optional multi-player game (would need galaxy to work that way) and SNK is here long time already and that title is still missing from their available titles.

Ubisoft might be willing to sell the Panzer General trademark and assets. The revival attempt with the Free-To-Play version didn't succeed, and they had sold Fantasy and Pacific General to GOG. Other turn based series by other publishers pick up the theme and users, selling the brand sounds reasonable. The Windows version of PG1 had some helpful features like permanent popups with the strategic map or the unit inspector which presents mistaking an enemy unit model and taking severe losses. Does Galaxy support turn based multiplayer?

Bear in mind there are two Quantic Dream games already here, one with QD as publisher, so even if the rest of your theory is right it might well not be all three.

I hope he's of the patient/understanding type, ready to submit multiple times, not easily put off by the extremely slow reply times and most importantly, willing to ignore that stupid automatic "if you don't hear back from us within 2 weeks you can consider your submission declined" idiocy GoG probably still hasn't got rid off or at least worded differently.

I emailed David Younger, developer of upcoming point-and-click adventure Foolish Mortals, to ask if he plans to release the game on GOG, and he replied that he would like to do so:
My plan is absolutely to get it on GOG, but my understanding is that they're selective about which games they accept. I'll do everything I can to convince them though :)

Embracer Group Enters Agreement to Acquire Eidos, Crystal Dynamics, and Square Enix Montreal for $300 Million
Embracer would gain such IP as Tomb Raider, Deus Ex, Thief, Legacy of Kain, and more.

Would this lead to more GOG releases of this back catalogue of games? Maybe even future new titles? I mean, most older titles in the (now former) Eidos and Crystal Dynamics back catalogue are already on GOG, but maybe there's some that are missing?
