I have seen and played a lot of DOS Era FPS games but I am shocked at the lack of any source ports or mods of Ultima Underworld? to improve gameplay or performance?

Why is that the case at the moment?
There is a source port that fully supports Ultima Underworld 1 and partially supports 2. It's called UnderworldExporter and lets you play the game in Unity Engine.

I remember this project, but it seems that the last update was in December 2018. Even worse, there seems to have been no progress made to getting UU2 working, since last I viewed it.

It's not technically a source port, since they do not have access to UU's source code its more like openxcom, a...re implementation of the game game engine using Unity, though openxcom is all custom and doesn't use unity but its similar in spirit.

The obvious answer would be because the source code was never released (as far as I'm aware). You can't have a source port if you don't have the source code.
