In Galaxy for The Witcher 3 click on More->Configure and then scroll down to find the Available Content i.e DLC, check the boxes for it to install.

found out i was looking at the right thing but i have a issue i cannt purchase the dlcs, the purchase button is greyed out

I didn't think there *was* any pay DLC right now, excepting the Season Pass. Should you not just be able to download whatever it is you're looking at? (If you're looking at stuff that's not released yet, then, well, obviously not)
