Random nerdy fact I feel like sharing: Green Lanterns use those too. 19603 is for "suspect escaped into an extra-dimensional vortex" and 1001 is for deicide. Maybe 426 is for a suspect asking enigmatic questions on a public forum.

Judging by the previous updates, it's going to be a few to several days.

I don't know what usually is the deal with In-dev titles, but looks like GOG's curation means that they have to check the update before it's introduced to the store, which can take some time. Plus, I don't think they do this on weekends.
