Yes, it's totally legit. You can't change the site's language. Some products are region restricted and you can't purchase them, but if there are no restrition, simply create an account, checkout and pay with Paypal.

Well, if you like Steam then I haven't said anything. ;)

I would recommend giving GOG a chance but that comes from the perspective of a user who didn't particularly like Steam before being aware that GOG exists. :)
