I too have an annoying bug in Win7. One of the weirdest bugs I've ever seen. I've only encountered it on my work laptop, but then that's the only place I use remote desktops.

Here's what happens. I boot my machine. Then I log onto a remote desktop in fullscreen. Now I can't minimize the session. If I click the minimize button, the remote desktop flashes briefly, as if it minimized and then instantly maximized again. If I resize it to a window I can minimize it, but not from fullscreen.

Here is the really weird part. I've found a way to make the problem go away (until I reboot anyway):
1. Right-click on "My Computer" in the start menu and choose "Properties".
2. In the System window that opens, choose "Advanced System Settings".
3. From there, click the "Settings" button in the "Performance" panel.
4. On the "Visual Effects" tab, change any setting, click "Apply", change it back to what it was before and click "Apply" again.

Now I can minimize fullscreen RDP sessions again. Until I reboot.

That text seems weird anyway. Each time one switches the TV on in Wallonia, one has not problem identifying a mix of propaganda of the ruling parties. I don't recall it being much better back in 1999... :-p
From your screenshot I see your menus are transparent, try to remove this effect or/and fading altogether to see if it persists. Also you can try to switch temporary to different windows theme, try the old simplest ones first -> right click on empty desktop spot -> personalize -> Choose - Basic and High contrast themes -> Windows Classic. stay with it for a while, do some work, restart and try to switch back, it looks like an Aero problem to me.
