Can someone give a summary?

By now it looks like some dude with mental problems got hired to make a soundtrack for a game and then afterwards sued the devs for actually using said soundtrack.

That's pretty much all there is to it. Alex Mauer was hired to do music for a few games, now she's saying she never "signed any paper" giving the devs the right to use her music in their games, so she launched a few DMCAs at the devs and Steam. Imagos Softworks (Starr Mazer devs, whom she went after first) settled it in court and their game is back on Steam -- plus, they got a restraining order against Mauer. Conatus Creative (RCR: Underground) are probably on their way to doing the same Imagos did and, hopefully, their game will be up on Steam pretty soon.
Surprised Mauer isn't locked up yet, again.
Just check Sidalpha ono youtube for some of the stupid stuff Mauer has done, including death threats.

Mauer even got put in some place for mental health problems recently too, or something similar, but was released.

Yes they do have to. If they provide access to US customers, which they do, in theory they have to comply to US law. Same with any other country. Why do you think that Germans have can't buy some of the games here?

They can't ban GOG Connect. You are just logging in with the Steam public token thing. They are reading the list of games on your profile.
