Plenty of options there. Even though you can't customise individual elements of difficulty, there's still a pretty good range.

I'll probably pick it up even though I'm not always so good at these games. This one does look fun.

I think this is because the devs set regional prices differently on the different stores.

Here are some numbers for Severed Steel (all prices including -10% discount, Steam prices converted via SteamDB):
GOG price in Poland: $21.06 / €17.79
Steam price in Poland: $20.68 / €17.63
GOG price in Germany: $26.70 / €22.49
Steam price in Germany: $22.15 / €18.89
GOG price in the UK: $28.78 / €24.29
Steam price in the UK: $24.10 / €20.55

So as you can see, the prices in Poland are almost identical on both stores. Germany and the UK have to pay a little bit more on Steam, but both German and UK prices are inflated significantly on GOG compared to Steam prices, unlike Polish prices. So either GOG or the devs decided that some specific countries have to pay a premium on GOG (on top of the normal price increase due to higher purchasing power) instead of using the same regional pricing scheme as Steam.

EDIT: For comparison's sake, here are some prices for Gamedec, released around the same time (also with the -10% discount):
GOG price in Poland: $28.05 / €23.69
Steam price in Poland: $27.57 / €23.51
GOG price in Germany: $32.03 / €26.99
Steam price in Germany: $31.64 / €26.99
GOG price in the UK: $32.52 / €27.49
Steam price in the UK: $32.13 / €27.40

This is how regional pricing should look like: The same prices on both stores (variations probably due to SteamDB price conversion), with slight increases for Germany and the UK, due to higher purchasing power (but still equal on both stores).

The bottom line is: This is either a mistake or malicious overpricing. And if you're right about the price having originally been around €18.00, this sounds to me like they originally had the regional pricing set up in a similar way to Steam and then someone deliberately increased the price (but only in specific countries), so I tend towards the latter of the two explanations.

EDIT2: Evidently, the price for the soundtrack DLC has also been increased compared to Steam.

Multiple Steam users and myself reported that the gog version WAS indeed cheaper at 18€ at first. The developer probably didn't like it. They are a shady bunch anyways, trying to justify this high price for barely any content with questionable statements such as "because people have adult lives", or "but but we have an editor and you should replay level on higher difficulties". Well, Baldur's Gate and Pathfinder must do really bad according to his logic. And too bad if you already play on the high difficulties from the get go. Modern games almost require you to start on the highest difficulty to stay awake.

Avoid until the game is at least 50% off. Campaign is 90 minutes long if you are at least decent at fps.

I just realized Severed Steel is also €22.49 on the EGS over here in Germany. I'm guessing prices in Poland and the UK will be similar as well.

This means that it's not GOG specifically getting shafted, it's Steam getting preferential treatment.
