I just bought the game and tried to run it on Win7, and it's giving me a "Parental Controls" error which I've never seen before. Is there a way to fix this?

This is the error message it keeps returning on Win7. I don't even use the "Parental Controls" on this computer, so I have no idea why it's doing this. This is the first time I've ever seen this error.
Don't bother with Resurrection, it's a technical mess beyond any quality control and requires Mega Fix Mod to have most annoying bugs patched. Titles under Eggtooth supervision however (Redemption and Recurring Evil) are more worth than PKRES. All in all, Overdose is best out of all sequels made by the community.

LOL !!! Are you sure you are old enough to play this game? ;-)

But seriously, maybe someone switched parental control on your computer on (perhaps even by mistake) without you knowing about it. Check the parental control settings in the control panel.

I have it turned off since I don't need it. I even tried disabling the service to see if the game would load and it still won't start. This has to be a bug in the game. :(

I have never used the parental controls myself but I guess it's not so easily circumvented by simply switching the service off. If your account has been set to be restricted it might even require the service to allow the game for you.

Create a new user account with administrative privileges that is not restricted by parental control and try running the game from there. If that works you know that your account is still restricted by parental control.

I've already checked my account and it's not restricted. I've run The Saboteur game on this same account and it ran fine. This has to be a bug in the game.
